I don't think he'd always be opposed to it, but circumstances don't always go his way. In A Death in the Family he chose not to save Joker from a helicopter crash, but Joker ended up surviving (although seriously injured). At the end of No Man's Land he wouldn't have stopped Jim from killing Joker, who only shot Joker in the kneecap to cripple him. This crippling was supposed to have been a big deal, but right after No Man's Land Joker appeared in the Superman books and was perfectly fine.
It's definitely not Knightfall, and I don't think it's Detective Comics 975. Looks like something from the New 52.

Bane was on his way to becoming a hero back in the Gotham Knights arc where he thought that he and Batman were brothers, but when that didn’t pan out he didn’t have much of a reason to do so.

Batman Beyond seems to be set further in the future than Future State. In Future State, everybody looks a similar age as they are in main continuity. In Batman Beyond, Bruce is visibly older and has gray hair.

Stirk easily. With his psychic powers, he can force Zsasz to perceive him as someone else entirely, and kill him without Zsasz having any suspicion.
Poison Ivy easily. Even if Firefly starts burning plants, Ivy can just use pheromones to control him or kill him with plant or fungal matter in his stomach.
It’s a stylistic choice to make Gotham look larger than life and more interesting.
