I am also not a fan of Killing Joke. It's overrated, doesn't reveal his real name and gives us more questions than answers. I still think his real name is Jack Napier, though.

He's just a double personality disorder. He is legally insane.
That means he's insane, thinking guys like Jocker, Scarecrow, Jervis or Two-Face can ever change. Also, he cosplays as a bat to deal with his parents' death. He really should be in Arkham with the rest of those freaks.
I like Scarecrow and Penguin because I can relate to them. I like relatable villains. Jocker? Not so much.

Lol, seriously? Mad Hatter is iconic as Hell! U should see his rhymes in Arkham games. His alliance with Dr. Strange was important as were his mind-controlled abilities. Basically there's a villain named Jervis Tech, AKA The Mad Hatter; he is obsessed with Alice in the Wonderland and wants to have Batman as a bodyguard or enforcer for his 'Alice' (some girl he lured and dressed like Alice from the Wonderland book). He was also a part of Joker's gang in Lego Batman. Makes sense, they both have circus themes in their villainy and poker cards.
