Andrew Warner was a meta-human U.S. governor and an enemy of Batman.  He is known as being The man who quit being human or The man who quit the human race.

History[]

Pre-Crisis[]

Andrew Warner was the governor of New Jersey (where Gotham City is located) who carried a gene which apparently progressively transformed him into the next phase of human-evolution.  The gene caused painful transformations and horrible nightmares for Andrew which lead to him deciding to resign from his position as governor.  Following this, he allowed scientists to activate his dormant genetics for science.

Man Who Quit

Warner's original, Silver-Age incarnation

After being transformed into his new form, Andrew decided that he was superior to all other humans and decided to take over the world.  He even broke into a nuclear energy plant to expose himself to gamma radiation in hopes that it would make him more powerful.  Using telepathy he discovered that Bruce Wayne was Batman, with him and Bruce having once been students together in university and friends.

Andrew's subconscious began leaving Bruce clues on how to de-power him which Batman followed through on as apparently he had a weakness to green light being shone through gold leaves.  After being rendered unconscious, Andrew was put into cryo-sleep and sent up into space; only to return to Earth when humanity had evolved to his level.

Batman Manga[]

Andrew Warner appeared in Jiro Kuwata's 1966 Batman manga in a remake of his original story.  Here before going through the mutation procedure, he tells Batman that if he mutates into a monster that he should be killed.

Upon being transformed, Andrew only communicates through telepathy and mocks normal humans for communicating through speach; comparing their mouth-moving the the mouth movements of goldfish.  Upon the transformation he dons a bat-like costume and aims at taking over the planet and subjegating the human race to being his new race's pets.

Eventually Batman discovers that Warner's daughter Lizzie Warner also holds the mutant gene and that Andrew aims at kidnapping her and having her mate with his prisoners to make their children have their mutant gene.  Like in the original story, Batman is informed by Andrew's subconscious on how to defeat him and uses the same gold-leaf/green light to do so.  The result has Andrew falling off of a cliffside to his death and him being given a hero's funeral for the man who he once was.
