Dr. Arthur Watts is a disgraced scientist, computer programmer and dangerous terrorist from the world of Remnant. Following his supposed death, his consciousness was digitally transferred to Earth and he teamed up with Kilg%re to destroy and remake Gotham City and Central City in his own twisted image. While ordering Kilg%re to destroy the Justice League, Watts used Star Labs technology to rebuild his lost body and give himself cybernetic enhancements.
