Bagley was the former chief of psychiatry at Arkham Asylum.
History[]
He appeared in Topsy Turvy, where he was on a phone call with the press. He kept bragging about his achievements and how he has been invited to the Gotham Palace Theater to a banquet of honor.
As he kept bragging, Batman snuck in and grabbed the keys to the Arkham cells. It is then revealed the press was actually Alfred, who was making a distraction for Batman.
He later went to the Gotham Palace Theater, but it turned out he was not to be honored, it was merely a trap by Joker. Joker claimed he wants revenge for Bagley constantly serving him macaroni and cheese. Batman then came in and stopped the clown.
Prior to Strange Minds, Bagley was replaced by Hugo Strange.
