The Villain of Vapor Street was the thirty-sixth overall story published in DC Comics' Batman '66 title. The story was initially published in Digital Issues #49 and #50, and reprinted in Print Issue #19, with a further reprint in Volume 4 of the Compiled Volume series.

Bruce, Dick and Alfred attends Gotham's Victorian London neighbourhood festival hosted by Mayor Linseed, presenting a giant smoking pipe from Duke's Fine Pipes. As the mayor made a toast to the festival, he presents a group of girls from Gotham Academy to do poetry on the festivities, but Bruce and Dick grow suspicious of the girls and Bruce discreetly contacts Alfred to bring them their Bat-costumes.
When the girls announced that they don't have any poetry, they threw exploding balls into the air, creating a fog blanket. Out of the fog, steps Lord Marmaduke Ffogg, now calling himself Professor Marmaduke Ffogg, revealing that he is the mastermind behind the festival. When the mayor orders Chief O'Hara and his men to apprehend Ffogg, the villain's girl students defeated them with martial art moves. As Ffogg was about to prepare for tonight's agenda, Batman and Robin arrived on the stage to stop him, but they get accosted by Ffogg's sister, Lady Penelope Peasoup, who knocks Batman out with a cane, and Lady Prudence Ffogg, who, along with the other girls, ties up Robin.
Ffogg activates a control panel on the giant pipe, sending a gigantic blanket of fog, laced with The Sandman's sleeping dust, throughout Gotham. Recovering from his attack, Batman frees Robin, but they get confronted and chased by an angry mob, who thought them to be monsters, but the Caped Crusaders managed to evade them by climbing onto a roof of a building with their Batropes, only to run into Lady Prudence and the girl students, who attacked them, forcing the Dynamic Duo to leap off the roof, only to be saved by Alfred.
Using nose plugs from his utility belt, Batman and Robin located the control room within the pipe, and deactivate it, stopping the fog cover. While working out about Ffogg's next move, they encounter a blind woman, who was out feeding the pigeons, and Batman asks her where can they find Ffogg and his gang.
Meanwhile, at the steam heat plant over the Bowery, Ffogg and his accomplices prepare to hook their fog machine into the heating valve of all the radiators around Gotham. Before they can activate the main steam valve, Batman and Robin arrived and defeated Ffogg, Peasoup and the girls by activating a valve with a Batarang, leading the girls to attack each other and Lady Peasoup, leading to Ffogg's arrest by the victorious Caped Crusaders.
