Alfred writes another tale of the second Batman and Robin team, during a time in which a grown-up Bette Kane, the former Bat-Girl, assumes the mantle of Batwoman II.

Batman and Robin are on the trail of the Joker, who is now using each of Gotham City’s governmental departments as a theme for theft.
The Sanitation Department--a giant vacuum cleaner car sucks up a fortune in gems. The Highway Department--an attempt to steal a construction payroll is stopped by Batman. The Joker makes a remark about "returning to my stronghold", and Batman finds a loose nail with a square head---made only in Medieval times. Batman inspects an enormous,abandoned castle built to old-timey specifications for amusement purposes. He and Robin fall down a trap door and are captured.
A mock trial that Batman snorts is "a scene out of Alice In Wonderland" swiftly finds them guilty of attempting to prevent crimes and keeping criminals from making a dishonest living. Execution is postponed 24 hours--The Joker has another Department Crime that cannot wait. Batman and Robin bluff their guard by asking for a last meal---and using tomato soup to fake a contagious disease.("It can't be measles, I've already had them") .
The Joker is prevented from stealing the funds being raised at a medical disease telethon, and Batman says it is only fitting that he become part of the "Department Of Corrections"---because he certainly needs correcting.
