Since childhood, tiny, rotund Edward Peale has hated bells. The alarm clock bell, the school bell, the time clock job bell---all things that took him away from his life of indolence. One day he decided to use bells as the weapons that would make him rich.
After some small time robberies, he lures a cruise ship onto the rocks be re-arranging the bell buoys.Batman and Robin interrupt the robbery but are captured, tied to a bell buoy, and set adrift on rough seas. They are barely rescued in time.
A clue leads Batman and Robin to a small town train line. His unique physique is quickly recognized by a conductor. Hicksburg is a regular stop for the criminal. "The Gong" plans to steal a church bell that he knows is packed with buried treasure. It is easy to track Gong down in t eh small town, but he begins a gun battle with police. batman, in a rare instance where he uses a gun for ANY reason, starts hitting the bullseye at a nearby carnival shooting gallery. The repeated sound of the bell for every bullseye panics him into surrender.
In jail. he once again has his movements dictated by alarm bells.
