The "Batmen" were a gang operating in Gotham City. Inspired by Batman, the group claimed they fought for the people by engaging in vigilante behavior. In reality, the group engaged in criminal activity and were as dangerous as the gangs they claimed to fight.
History[]
Members of the Batmen were present in Gotham Square during the Halloween celebrations. At least one was interviewed by Summer Gleeson, where he claimed it was a symbol of respect over the police. However, a gang of criminals dressed like the Joker attacked the group, beginning a riot. It is unknown whether any members were caught by Batman or the authorities after the event.
At least four members of the Batmen were also present in Burnside during the demonstrations in response to the National Guard's murder of a teenager. The group briefly encountered Drake Winston, who enquired whether they'd be causing any trouble. Moments after he left, one of the gang members noticed a Gamestation console in a local electronics store and convinced the other to steal it, planning to blame demonstrators. After they broke the window, the group were confronted by a disguised Winston, who quickly subdued them. The group were then left to be dealt with by residents and stuffed into a dumpster, where they were picked up by police. Unknown to Drake, one of the members had avoided capture and followed him to the Royal Autobody.
After the other members were released, the group decided to take retribution on Drake by attacking him at Royal Autobody. After a meeting between Bruce Wayne, Harvey Dent and members of the Burnside Council, the gang broke into the garage and set fire to the floor. As they fled, the group were confronted by Catwoman, who subdued them and scratched their faces with her claws to ensure they could be identified in the future. Once again, the group were locked into a dumpster for the GCPD to take into custody.
The following day, the Batmen were released from GCPD custody on bail. They subsequently filed a lawsuit against the GCPD for their "brutalization" and "unlawful imprisonment". It is currently unknown whether they were involved in any conflicts which involved Burnside protesters, the police, or Two-Face and his goons.

Behind the Scenes[]
The Batmen share similarities with the gang of the same name from The Dark Knight. These include their claims of vigilante activities and beliefs they are helping Batman. One member also resembles a Sons of Batman member, a vigilante group that appeared in The Dark Knight Returns.
The group also share similarities with an abandoned group that appeared in drafts for Batman Returns. In one of them, Batman encountered a gang of copycats modeled around him, prompting him to subdue them with the Super-Batarang.
