Captain Courageous was a transferred police officer from Los Angeles, California who arrived in Gotham City.

Courageous arrived in Gotham due to the police officer exchange program.
He arrests Batman for a crime perpetrated by one of Catwoman's men dressed in a Batsuit. When he visited Commissioner Gordon in his office, Courageous tells him that he made his first arrest: Batman, much to Gordon's anger and shock, and orders him to release Batman who escaped with the help of Alfred.
He later apologies to Batman for arresting him.
