The Penguin as the Commadore
Commodore Schmidlapp was a kidnap victim of the United Underworld (the joining together of Catwoman, Joker, Penguin, and the Riddler) as he was en route to Gotham City to deliver an invention capable of dehydrating matter. The Commodore was led to believe that he never left his yacht and was fogbound off the coast of the Grand Banks; however, this was of little concern to him as it did not interrupt his afternoon tea and gave him the opportunity to catch up on the works of Charles Dickens.
After briefly being impersonated by the Penguin in order to infiltrate the Batcave, the Commodore was rescued aboard the Penguin's Pre-Nuclear Submarine by Batman and Robin. Nonetheless, the Commodore accidentally caused the dehydrated forms of the United World Security Council to be damaged after he knocked over their containers. He was released from captivity and, presumably, delivered his invention afterward.
