Otto Netz AKA Doctor Dedalus or Agent Zero is a Nazi enemy of Batman and the founder of the government organization Spyral. He is also biological father of Katherine Webb, the silver age Batwoman, and the creator of Batman's enemy Professor Pyg.

Background[]
Otto Netz was a member of the Nazi Party during World War II where he was on apparent speaking terms with Adolf Hitler. Netz convinced Hitler to deploy him into England as a secret-agent where he used a knife-concealing Kane. While in England, Otto founded the United Nations organization, "Spyral" under the alias of Agent Zero,
With a woman named Elisabeth, Otto had a daughter named Katherine Webb. Otto would become obsessed with a, "Fifth Element" which he named Oroboro. Netz would also develop a form of Alzheimers' disease.
Leviathan[]
When Netz was found out as a nazi agent during the Falklands War (Apr 2, 1982-Jun 14, 1982), four superheroes chased Dedalus to the islands and trapped him within a base. While Netz was later broken out by Leviathan, a terrorist organization headed by Talia, who made Otto the new leader of Leviathan where he continued to study Oroboro.
Doctor Dedalus had Leviathan wage a war on Batman Incorporated and attempted to fight Batman using a chemical which recreated the effects of his Alzheimers' disease. This chemical is implied to have been created by Dr. Lazlo Valentin whom Netz exposed to the concoction, destroying Valentin's mind and leaving him as the deranged, "Professor Pyg". Before Dedalus could succeed in this plan, he was killed with his own cane-sword by Robin.
Prime Earth[]
In Prime Earth, Doctor Dedalus was the one who overdosed agent Lazlo Valentin on his own neurotoxin and caused his transformation into the insane, "Professor Pyg".
