Ellen Yindel was Commissioner of the Gotham City Police Department of Earth-31 after the retirement of James Gordon.
History
Batman: The Dark Knight Returns
Yindel had very strong anti-Batman feelings and issued a warrant for his arrest as her first action following appointment. In Part 2, Yindel is finally appointed Commissioner, succeeding Commissioner Gordon who had pro- Batman feelings. Her first act as Commissioner was to warrant Batman's arrest. By the end of the movie, Yindel stands down, after the realiztion that Batman is "too big".
