Ignatius Ogilvy also known as Emperor Blackgate and formerly the Emperor Penguin is the prison-king of Blackgate Penitentiary and a once powerful Gotham crime-lord.
History[]
Ignatius Ogilvy was the son of a small-time criminal named Ed Ogilvy whose dedication to his employers got him and his wife murdered outside of the Monarch Theater when Ignatius was a child.
As an adult, Ignatius worked his way from being a small-time thug to being one of the chief lieutenants to the Penguin.
After the events of Death of the Family, the Penguin was incarcerated for allying himself with the Joker and Ignatius was placed in charge of Penguin's criminal-empire in his stead.
For a time, Emperor Penguin was the most powerful gangster in Gotham and attempted to have the Penguin killed to deal with him permanently, having no loyalty himself.
Through connections with Poison Ivy, Ogilvy injected himself with Venom, Kirk Langstrom's Man-Bat serum, and some of Ivy's personal concoctions to turn himself into a superhuman with superstrength, bark-like flesh capable of withstanding bullets, and dark blue skin along with red eyes and pointy ears. Ignatius was uncrowned however by the combined forces of Penguin and Batman, being thrown into BlackGate Prison as a result of it.
Within the prison, Ignatius used his powers to murder the prison-king and take-over himself, renaming himself Emperor Blackgate.
