Esther Cobblepot was the mother of Oswald Cobblepot and one of the many victims of Thomas Wayne and his allies. Her fate lead to her son becoming a criminal called "the Penguin" and his later involvement with the Children of Arkham.

Esther Cobblepot was the mother of Oswald Cobblepot and one of the last remaining members of the Cobblepot family. Both she and her husband were the sole remaining owners of the Cobblepot fortune and the family's land.
When Thomas Wayne tried to purchase land they owned, she continually refused his offers, even from his associates Hamilton Hill and Carmine Falcone. Eventually, Wayne and Hill, using their influence, committed her to Arkham Asylum, using a specialized drug to induce psychosis. Despite Esther's pleas, Thomas ordered a dose she would not come back from, causing a violent outburst. Her commitment was possibly one of the reasons why her husband committed suicide.
Esther remained in Arkham for the rest of her known life, eventually dying from unspecified causes. Her son, Oswald, would later join the Children of Arkham to avenge her death. During their attack on the Mayoral Debate between Hill and Harvey Dent, the Children of Arkham showed a recording of her commitment to the public, tarnishing both the Waynes' and Hill's reputations.

- Esther's name is shared with another version of Penguin's mother from the film Batman Returns. However, that version willingly abandoned her child due to his hideous appearance and behavior.
