A retractable flare was used by Batman in his war on crime. Presumably stored on his utility belt, Batman used the tool to light up areas that appeared dark or as a means of defense. During the Flooding of Gotham City, Batman used the flare at Gotham Square Garden, using it to light up the area and lead civilians caught in the floods out of danger.
