Fred Atkins was Max Shreck's former business partner who was murdered for unknown reasons.
Biography[]
Shreck had Fred murdered and dismembered, his remains were apparently dumped in Gotham's sewer system. The Penguin had been stalking Shreck's illegal activity for some time, and came upon the dumped remains. When Penguin had his circus gang kidnap Max from his appearance at the Lighting of the Tree Ceremony, Fred's hand was among the evidence he blackmailed Shreck with at the Old Zoo, and also implied he retained far more body parts besides that.
