Union Square, commonly called Gotham Square, was the original location of Gotham's City Hall next to the prestigious Flugelheim Museum. At the center of this is a statue of John T. Gotham. City Hall was later moved to the Gotham Plaza area next to Shreck's. Several events occurred within the Square, including the assassination of Vinnie Ricorso and the Batsignal Unveiling.

In one of the drafts submitted by Warren Skaaren, Batman and Joker were to have a confrontation in the Square. Having replaced the statue of John T. Gotham with one of himself, Joker attacked the event and took the the Mayor hostage. Having followed him from Vicki Vale's apartment, Batman destroyed the statue with bomb-attached bolas and rescued the Mayor with Vicki's help. Joker would escape the situation via Gotham's sewers whilst his henchmen fled in vans. The scene was likely cut due to budgeting reasons.
