Harry was the leader of the Molehill Mob and henchman of the Riddler.

He was seen in their underground hideout, beneath the What a Way to Go-Go nightclub, telling Molly to stop eating caviar, and warns her she'll blow up like a balloon if she eats too much. The Riddler bursts into the hideout and orders them to stop arguing and get ready to trap Batman and Robin. Disguising themselves as valets, the mob drugs Batman's orange juice, and knocks Robin out with a sedative dart and took him to their hideout, where the Riddler begins operating on Robin's face.
After getting the shape of Robin's face, Riddler revives the Boy Wonder and gets him to call Commissioner Gordon to contact Batman on the Batphone. After leaving two riddles for Batman, Riddler began the next part of his plan, by disguising Molly as Robin with a replica of Robin's costume and full Robin facemask. After a car chase, Riddler leaves Molly while he escapes. After Batman brings the fake Robin to the Batcave, he sees through Molly's disguise and secretly burned her revolver's firing pin with a hidden Bat-Laser beam while in the Batmobile. When Molly tried to escape, she climbed onto the atomic pile silo, and when Batman tried to rescue her, she slips and falls to her death.
After hearing subway sounds on the recording of the phone call at Gordon's office, Batman finds Riddler's hideout at one of the subway stations, where he found and rescued Robin, while Riddler and his Molehill Mob escaped.
Harry was later seen with his fellow mobsters assisting Riddler in his heist for the Mammoth of Moldavia, which is adorned with jewels on the outside and stuffed with priceless postage stamps inside. Riddler intends to steal the mammoth, so he saturates the pavilion's ballroom with nitrous oxide (laughing gas), then dons an elephant disguise over his gas mask and entertains the guests with a few one-liners until they have all fallen unconscious from the gas.
On Riddler's signal, the Mole Hill Mob blasts a hole through the ceiling of the floor below and climb up onto the main floor of the pavilion and are about to pilfer the priceless pachyderm when Batman and Robin leap out from inside of it. A free-for-all ensues and the Dynamic Duo defeats the Mob, but Riddler attempts to escape through the hole in the floor with Batman in hot pursuit. Armed with a gun, Riddler warns him away, but when Batman throws another flash pellet at him, Riddler misfires and ruptures one of the gas tanks instead, causing the gas to ignite, but not before Batman takes cover.
