He is the partner of James Gordon in the TV show Gotham.
History:
Harvey and the rest of the GCPD where once controlled by the mob until Oswald Cobblepot (Robin Lord Taylor) took control of the Mob and James Gordon began cleaning up Gotham.
Harvey was heavily influenced by James Gordon (Ben McKenzie) and over time the rash and pain that working for the mob had left on him was destroyed and he became a honest working police officer and Captain of the GCPD.
