Hugo Strange was the former Gotham State Penitentiary doctor and boss of Dr. Harleen Quinzel in Batman vs. Two-Face (former psychiatrist of Arkham Institute for the Criminally Insane in Batman '66).

Batman '66[]
Professor Hugo was a Swiss psychiatrist who eventually became the director of the Arkham Institute for the Criminally Insane. Under his supervision, Arkham profiled and treated infamous villains like the Joker, Holly Quinn, Catwoman and Ma Parker among other patients. It was later revealed that Doctor Hugo was secretly an evil mastermind who worked for the organization T.H.R.U.S.H. under the code name Corvid. At an undersea base, Strange eventually even tried to brainwash Batman and Robin. However, Hugo's plans ultimately failed miserably, and he was taken into custody.
Batman vs. Two-Face[]
Hugo Strange worked for Warden Crichton as the inventor of the "Evil Extractor", a machine that can siphon the evil essence out of criminals and store it into a vat. He demonstrates the machine to Batman, Robin and Harvey Dent by using the Joker, Penguin, Riddler, Egghead, and Mr. Freeze as volunteers. The demonstration went well, until the Joker entices his fellow villains to overload the machine. Noticing this, Strange orders Dr. Quinzel to shut it down...but is too late and Harvey is horribly scarred on the left side of his face by the explosion of the containment vat, transforming him into Two-Face. As a result, Strange was fired by Crichton who had his experiment terminated.
A few years later, Strange was forced by Two-Face, who was Dent all along, to join him. He captures Robin and infects him with the gas which transforms him into a Two-Face Robin and sends on a path of destruction. But Batman stops the infected Robin and cures him. Two-Face plans to secretly extract evil essence from other villains. He invites Joker, Penguin, Riddler, Egghead, Shame, Clock King and Mr. Freeze to a phony charity auction for revealing Batman and Robin's secret identities, as part of of Two-Face's plan to infect Gotham City with the gas. But with the untimely arrival of Catwoman, Batman and Robin defeat the supervillains along with Strange and sends them into custody and help Harvey overcome Two-Face and cure all of Gotham City with the help of the Batplane.
