The "Joker Gang" were a group of criminals inspired by the late-Joker. The group often wore clown make-up and clothing to disguise themselves and prevent identification. Barring one member and the shared aesthetics, the group had no association to their preceding organization, since most of them were either dead or arrested.
History[]
According to Karp, the gang were primarily consisting of criminals who took the Joker's aesthetics. It's membership included of "sociopaths, nihilists, anarchists and performance artists." He also claimed they primarily were used as a distraction for others, often to raise hell. The group began operations presumably some time after Batman's encounter with the Penguin and Catwoman. Despite its street-level membership, it appeared to have access to militray grade resources, including explosives and at least one Russian helicopter.
Halloween Riots[]
On Halloween, members of the group were hired by Lincoln Savings and Loan to break into their bank and steal incriminating documents for a $31 million payment. The group obtained these by attacking an armored convoy transporting these, blowing up a bridge as they drove over it. Under the direction of Emmett, they started a riot by agitating Batman copycats during the celebrations, using them to stop the police from interfering. Bringing in the helicopter, they attached the trucks to it and planned to fly them out of the city.
However, during it, Batman interfered with the heist by stopping the helicopter and detaching the loot, causing the helicopter to crash. As the group learned of his presence, they opened fire at him, though were prompted to flee by the arrival of both the Batmobile and police. During it, two members attempted to mug Harvey Dent and Barbara Gordon, but were scared away by the former.
Changing Gimmicks[]
In the aftermath of the riots, the GCPD and DA office began investigating the Joker Gang to discover its leader. Eventually, the parties were able to link a thug named Karp to the crime, planning to get to him to reveal the leader. After becoming the criminal "Two-Face", Dent stole the files and hunted down the criminal himself, using him to get to the other members and recruit them into his own organization.

- The Joker Gang are partially inspired by the Jokerz from Batman Beyond, a large criminal street gang inspired by Joker. Like their predecessor, the Jokerz mainly committed crimes simply for entertainment.
