Larry the Judge is an underworld kingpin who issues "licenses" for other criminals to commit high-profile crimes.

Operating under the name of J. Spencer Larson, a business financier who promised his customers to increase any sum of money they invested, Larry the Judge would provide "licenses" for crimes to other criminals for a cut. Larry the Judge would have a team of paid men who enforced his orders on other criminals.
Larry would give a license to Gas-Pipe Grogan to rob Commissioner Gordon’s house. Larry the Judge issued a license to rob Bruce Wayne. When the criminals mugged Bruce Wayne, he pretended to be hurt, and Dick Grayson got the car plate numbers. Later the following night, Bruce Wayne reads a newspaper about two chemical factories that were broken into, but nothing stolen, deciding to investigate a third factory that made the same chemical. When Larry the Judge is arrested, Batman deduces from a mole on the back of his hand that they must be the same person.
