Lord Batman is a version of Batman from a universe controlled by the Justice Lords. Similar to his counterpart from the Justice League's universe, he became the protector of Gotham City after his parents' brutal murder. After the Lords took over their Earth as fascist rulers, Batman joined them in controlling the Earth. However, unlike his teammates, he was convinced to disband the system and restore free will to its citizens.

The Justice Lords[]
In this Batman's world, Lex Luthor was voted in as President of the United States of America. For whatever reason, while in office Lex Luthor had the Flash executed. Due to this, Superman and the Justice League broke into the White House to avenge their comrade's death with Superman snapping and murdering Luthor.
As the Flash was the more grounded heart of the team, without his presence the League saw little wrong with Superman's actions and decided that the government of the USA could not be trusted. Rebranding themselves as the Justice Lords, the former heroes forcefully conquered the nation to try and turn it into their utopia.
The now Lord Batman in-particular became the official law-governor of Gotham City, wishing to create a world where no child could ever witness their own parents' murder. Using militarized, overly brutal police, and constant surveillance, Lord Batman brought Gotham to his heel. In addition to this, Bruce began allowing for lobotomies to be used on the inmates of Arkham Asylum to forcefully turn them docile.
A Better World[]
Lord Batman discovered a way to spy on alternate realities and upon discovering the universe of the DCAU, he and the League decided to conquer it in-order to install their brand of Justice and protect that world's Flash. The Justice Lords did such and attempted to convince the Flash to join their ranks, much to the speedster's disgust.
Lord Batman later became pursued by the Batman of the universe he invaded where they fought in the Bat Cave. When Batman realized he couldn't hold his own against the Justice Lord version of himself on his own turf, Batman faked surrendering after the Justice Lord monologued about creating a better world. On a ride in the Batmobile, Batman managed to convince his evil counterpart to rebel against the Justice Lords by pointing out that their parents would never have wanted the world they had created.
