Louis Fairfax was a mob boss at the time of Batman: Year Three.

Louis Fairfax attended the mob boss meeting at the restaurant. He responds to Antony Agoura’s plan to work together to bring the killers of the mob leaders down by saying they should cause havoc in the streets and scare one of the killers into talking. Agoura, however, disagrees with this. Batman appears and Fairfax and the other bosses try to kill him, but a quickly disarmed. Batman informs the bosses of his theories on the orchestrator of the killings, and comes to the conclusion it is Tony Zucco. They then all interrogate Drexel about Zucco’s book containing blackmail information on all of Gotham’s underworld.
Later Fairfax is seen with his gang at a bar Zucco’s henchmen frequent threatening its patrons in order to gain information about Zucco’s book. Already having killed two Fairfax prepares to have his goon José shoot another, but Batman intervenes and forces Fairfax to rescind his order. Batman then tells Fairfax to get the other gangs off the streets and forget about Zucco’s ledger, and that he will hold Fairfax responsible for any trouble that occurs. As Batman leaves Fairfax orders José to shoot him but, anticipating this, throws a batarang, knocking José‘s weapon out his hand and breaking his wrist.
