Mrs. Jenkins is the wife of Mayor Jenkins and mother of her infant son, Baby Jenkins.

The Kidnapping of the Mayor's Son[]
She was present with her infant son during her husband's outdoor press conference to Gotham City about the Red Triangle Circus Gang's attack last night at Gotham Plaza. During the conference, a Red Triangle acrobat backflips on the stage and grabs the infant boy from the Mayor's wife and flipped into an open manhole with the baby (it was a plan concocted by Max Shreck).
As the Mayor along with his wife and the reporters peer into the manhole with worry, they hear the thug confronting the mysterious Penguin Man and begs him not to hurt him and take the baby (an act while the thug hands the Penguin the baby). Activating a scissor lift on his Duck boat, the Penguin ethereally rose out of the manhole with the baby in his arms and handed him back to his mother.
