The Night-Scourge (real name Maxwell Cort) was a member of the Gotham City Police infamous for his extreme brutality towards criminals and his burning hatred towards vigilantes who he resents for all of the positive public attention the city gives them desiring that for himself.
He is the secondary antagonist of the Batman: Prey storyline.
