Raymond Bell was the henchman of Roland Daggett. He wore headphones that were tuned in to police bands at all times.
History[]
Bell was sent by Daggett to murder Lucius Fox as part of his plan to take over Wayne Enterprises, but the hit was botched thanks to the interference of Batman. Bell was later ordered to dispose of Matt Hagen after Daggett decided the actor had outlived his usefulness. Bell protested that Hagen was a master of disguise and could be long gone, but Daggett said Hagen will come to them due to his Renuyu addiction. Soon afterwards, Bell caught Hagen. Germs was ready to eliminate Hagen by "taking him for a ride", but Bell suggested another means: by force-feeding Hagen a massive amount of Renuyu. While Bell had attempted to murder Hagen, he would ultimately be responsible for the creation of the villain Clayface.
Later, Bell was tricked by Batman into attempting to flee Gotham when he hijacked the police radio and claimed that a warrant had been issued for Bell's arrest. Batman caught up with Bell and interrogated him about the botched hit on Fox by dangling him by his wrist over the bay in the Batwing. Unfortunately, Bell passed out before he could reveal Daggett's involvement. When the Batwing was flanked by GCPD helicopters, Batman was forced to flee and dropped Bell into the swimming pool on the roof of a skyscraper, where he regained consciousness and was apprehended by the Gotham Police.
It was later mentioned that Bell was under interrogation by the GCPD, but refused to name names, which led to Daggett to continue his white-collar crimes scot-free. It was unknown if Bell was later released due to lack of evidence in his role in the attempted murder of Lucius Fox. As Batman did earlier research and found Raymond Bell in the police records, another possibility is that he may have been a wanted man and was charged with a separate outstanding crime.
