The Red Triangle Circus stilt walkers were members of the Red Triangle Circus Gang. They wear ghoulish skull masks and Uncle Sam style hat and juggle flaming torches.

Lighting of the Tree Ceremony[]
The stilt walkers were seen coming out of the giant Christmas gift box along with the other Red Triangle Circus members dispatched by the Penguin. They terrify and set people on fire with their juggling flaming torches.
The Batmobile arrived at Gotham Plaza shortly thereafter. Batman deploys the car's blade-like extensions from either side to knock a pair of torch jugglers off their stilts.
They were arrested off screen.
