The Roadrunner AKA Bixby Rhodes is an arms-dealer criminal and Batman Villain themed around the Roadrunner character from Looney Toons cartoons. He is a black-market dealer who has robotic titanium legs, allowing him to run at high speeds.

Bixby "Roadrunner" Rhodes was a black man in Gotham City who ran a high-end car dealership that hit hard times due to criminal Dr. Jeremiah Arkham AKA Black Mask. To solve this issue, he used his dealership as an illegal gun-running and custom vehicle dealing business. Through unknown means, Bixby lost his original legs and replaced them with cybernetic limbs which gave him enhanced speed, likely contributing to his, "Roadrunner" moniker. Roadrunner's criminal business also made him enemies with banker Sonia Branch.
Black Mirror[]
Sonia manipulated Batman into taking down Roadrunner by committing a murder of her assistant, leaving the corpse inside an illegally trafficked orca whale, and pinning it on Bixby and the gangster pirate, "Tiger Shark". When Batman attacked Roadrunner at his dealership, Roadrunner tried to trap the Dark Knight inside of a car-crusher and ran off. Batman managed to escape and defeat Bixby, extracting the information that Tiger Shark is the dealer of exotic aquatic animals.
Prime Earth[]
Roadrunner was one of the super-criminals hired to partake in Owlman and Cluemaster's war on Batman during the events of Batman: Eternal. Here, he was shown to be in possession of a modified taxi-car which could convert into a rocket-powered vehicle. Roadrunner used this vehicle to kidnap Commissioner Forbes
