Shivers was one of Mr. Freeze's henchmen during his second crime spree.
History[]
He and his partner, Frosty, assisted their boss in kidnapping Miss Iceland at the Gotham City Beauty contest, and framing Batman and Robin by impersonating them at Wayne Manor's garden party. He, along with Frosty and their boss, fought the Dynamic Duo at the Frosty Freezies factory, and left them to be turned into pineapple and lime frosty freezies, the heroes escape.
After locating Mr. Freeze's hideout, Shivers was apprehended along with his boss by Batman and Robin.
