The Penguin is a supervillain operating in Gotham City. He is a frequent enemy of Batman and his crime-fighting allies. Penguin was also a valuable lead in investigating the Court of Owls.
Biography[]
Oswald Chesterfield Cobblepot was a member of the prominent Cobblepot family. He was presumably aware of the Court of Owls, though refused to get involved despite members of his family being associated. In his adult life, Cobblepot operated as "the Penguin", a bird themed criminal who frequently battled Batman. At some point, he was arrested and imprisoned in Blackgate Prison. Unlike other Court associates, Penguin refused assistance from the Court though was able to gain escape and instead waited out his sentence.
After being released, Penguin used illegal methods to gain access to land in Gotham's Financial District. He then turned the land into a nightclub called the Iceberg Lounge, using it as a legitimate front whilst claiming to have reformed. In reality, Penguin was still heavily involved in organized crime a. Both he and Batman had come to an "agreement" to keep Gotham safe and his business untouched. Despite this, Cobblepot was constantly under surveillance from the Court, who were worried he'd leak their existence to everyone.
