This man was a henchman of Two-Face, and the pilot of his personal helicopter.
Biography
This thug was his right-hand man or possibly a bodyguard. Two-Face ordered him to fly away from Batman and the pilot set the engines. When Batman dropped on to the helicopter's windshield, the pilot informed Two-Face. In a rage Two-Face shot at Batman, killing his pilot in the process.
