That man was a henchman of Two-Face, and was the pilot of his personal helicopter.
Biography
That thug was Two-Face's right-hand man or was possibly a bodyguard. Two-Face ordered him to fly away from Batman and the pilot set the engines. When Batman dropped onto the helicopter's windshield, the pilot informed Two-Face. In a rage Two-Face shot at Batman, and killed his pilot in the process.
