History[]
The Whisper Gang is a Ukrainian Mob located under the streets of Gotham City. Trained at home before arriving in the United States these vicious criminals have metal masks grafted onto their heads which insure they will never snitch to the GCPD. They are one of five underground subway gangs, two others are the Yakuza and La Ema.
