William Salyers is an American actor. He is best known for voicing Reverend Putty in Moral Orel, Rigby in Regular Show, and Doctor Octopus in the Marvel's Spider-Man series developed by Insomniac Games.
He voiced Warden Ranken in Batman: Arkham Knight, The Penguin in Batman: Return of the Caped Crusaders and Batman vs. Two-Face, Hugo Strange in Batman: Gotham by Gaslight, and The Penguin in Batman: The Doom That Came to Gotham.
