Willy Hank Stamper is a mugger that tried to rob Thomas Wayne and his wife Martha in front of their son before Joe Chill. The difference being that the Shadow was able to intervene and stop it.
After being caught Stamper trained his body to near perfection in prison and was able to give Battman a good fight when Bruce reached adulthood.
